However it seems that there was atleast some notable armed Canadian resistance as the Fallout 1 intro shows an American PA wielding soldier executing a Canadian rebel.

Canada prewar got annexed by the United States you can see flyers in fallout 3 in the mailboxes of the town just outside Vault 101 about new vaults opening in newly annexed Canada, and in the intro to Fallout 1 we see a Canadian Citizen be executed so there were possibly rebel groups.
