For the purposes of this guidance document and the IATA Dangerous Goods Regulations, power banks are to be classified as batteries and must be assigned to UN 3480, lithium ion batteries, or UN 3090, lithium metal batteries, as applicable.
Substance information for UN 3091 - Lithium metal batteries packed with equipment including lithium alloy batteries based on the Hazardous Materials Table (Title 49 CFR 172.101) to assist in preparing a risk assessment for loading, transporting and storing hazardous materials.
These instructions have been specifically prepared for the shipment of lithium batteries fully regulated as Class 9, UN3090, UN3091, UN3480, UN3481; effective January 1, 2023; ADR 2023. DO NOT USE THESE SHIPPING INSTRUCTIONS FOR OTHER BATTERY TYPES.
UN 3091 can encompass a variety of different types and configurations of lithium-metal cells and batteries with equipment, making it difficult to assess the hazard associated with the package simply by looking at the label alone.
Primary (non-rechargeable) lithium metal batteries and cells contained in or packed with equipment (UN 3091) are forbidden for transportation aboard passenger-carrying aircraft unless: the equipment and the batteries and cells are transported in accordance with Packing Instruction 969 or 970, as appropriate;

Exception: If the only lithium batteries are Section II and are those in packages that are excepted from having the Lithium Battery Mark then do not select UN 3481 PI 967 or UN 3091 PI 970 in the FedEx automation system (so ELB does not appear on the automation label) for devices such as temperature control devices. Lithium Metal Contained in (P.I. 970) UN 3091. Beginning in 2022, the International Air Transport Association (IATA) has adopted some significant changes to shipping standalone lithium batteries. These changes will take effect beginning January 1, 2022.
