A full city council meeting scheduled for Monday morning to discuss candidates for the position was canceled after failing to meet a quorum.

A Friday memo from Paula Blackmon, Jaynie Schultz and Gay Donnell Willis calling out the recruiting and hiring process that's taken nearly 10 months so far set the stage for a special council meeting on Monday morning.

Cynt Marshall, CEO of the Dallas Mavericks, spoke at the morning meeting during the public hearing to express her support for Tolbert as permanent city manager. Marshall, along with a handful of other Dallas residents, spoke favorably of Tolbert and noted improvements made in the city under her leadership.

The meeting called by three city council members Monday morning conflicted with a committee meeting on the search in the afternoon.

The ad-hoc committee removed one of the four previously named semi-finalists, and two new finalists have been added. However, those names haven’t been made public yet.

Two meetings were slated Monday to discuss hiring a new Dallas city manager. One didn't make quorum. Officials went into an hours-long closed door session in the other.
