Not as far as I know - but the observation tower was under renovation when I visited (March '18) - so I do not know if there is now any admission fee there. That said, I would be very surprised is there was. It's a nice tower, for sure, but it's not a huge destination for viewing like Seattle or Toronto or NYC.
