Hiring a personal driver will allow you to manage your own time at the park. Just make sure you leave early, so you can have maximum time exploring the falls. I don't know how much a personal driver will charge. I would research the cost against doing a tour and then negotiate the price accordingly. If you decide on a group tour, be sure to find out how much time they allow you to have at the park. Also, research different tour companies to find the best one. Look at online reviews amd ask at your hotel. Have fun!
