What level of touch/contact is allowed? My friend is a massage student who would like to practice on me there, but we’re concerned about whether or not that level of touch may be considered inappropriate at the beach.

You are there to enjoy yourself, not be afraid. If you are having full on sex, the security may ask you to leave. NO one has the time or resources to prosecute people having fun.
