Domincans always are celebrating something. Carnival is in February. There are parades with the residents dressed up in costumes in various cities throughout DR. usually parades are on the weekends and the big Independence day is the 27th. It's very much a Dominican event, quite colorful. If you are staying at an all inclusive resort for your trip like in Punta Cana, most likely you won't be venturing to other areas so it does not matter what month you go to DR. The biggest Carnival festivities during February will be in only in certain cities in the country so it depends if you really want to see it or you just are going for a relaxing vacation at a resort.
