If you don’t like getting wet, I wouldn’t recommend it. There’s lots of open spaces between each part of the castle and it’s probably a bit slippery when the floor is wet. To truly enjoy the view of the river you’re best stood on the hill outside.
The 191 Bus runs out that way, not sure on frequency or cost, it is walkable (about 45 minutes) It is worth looking on google maps for the best route, sorry unable to post a link on here

I did not see any dogs on the morning I was there. I would think they would be allowed in the grounds - but possibly not inside the towers, barracks, etc.
