I don't think it would be very easy to take someone in a wheelchair thru the garden..because the garden sits on an uphill slope and all the paths are sandy and uneven, none are paved. However, noone should be deprived, so I would suggest parking at the entrance of the garden that's halfway up the little slope (on Arlington), where the little fountain is. That entrance is pretty flat, and you could push a wheelchair into upper section of the garden, where there are chairs, tables, and umbrellas very close to the entrance, and that area is pretty flat. It's very pretty to sit there as well, and the family member who is in a wheelchair would be able to enjoy it too. After all, ALL of us need some pretty views and fresh air, right? :) Hope this helps.
