The trolley seems fairly reliable. Neither is really a beach though their is a small area of sand by the Kona pier. If you plan to snorkel the Kahaluu park has the best easy snorkeling on the island and is a great place to swim and watch turtles. Kona pier is a good place to people watch and hang out but not really special but it is right in town and where one lands after leaving a cruise ship.
